Alberto Laplaine Guimarães

Alberto Laplaine Guimarães is the Secretary General of the Municipality of Lisbon and holds the office of Vice-President of the House of Latin America. He is also a Board Member of the City of Lisbon Foundation.

Member of European Academy of Arts and Sciences. Lawyer and University Professor, he was also Director of the Ministry of Justice, Secretary of State Council (1986-2006),  Deputy Chief of Cabinet of the President of Republic (1986-2001) and Deputy Secretary General of UCLG – the world organization of cities and local authorities.

He graduated in Law, by Lisbon University (1984) and has the National Defense Course (2004). He was fellow of the GMF- German Marshal Fund in 1988.
